Cable runner with pulley?

Hi All,
Is this a safe way for our 10pd Havapoo to get some running/exercise in? I read somewhere that it could be dangerous...

If you sit outside with him while he is on the line, it's fine.

I use a 30 foot leash and just let Maya wander anywhere within 30 feet of where I'm sitting (on the ground!).
