Puppy toilet training

two small breed puppies
Ages - 4 months ... purchased two months ago.
second puppy is 7 months ... adopted a couple of weeks ago.
Puppies are soiling indoors and owner decided to put them outside during day and crating at night.
I have offered to try find a wholistic solution to this issue, hence this request for advice

And for them to create their health care team, including a holistic vet.
