A couple of thoughts...

Pannus is irritated by sunlight, especially at high altitude; so using Doggles to block UV light when she's outside would help reduce progression.

Pannus an autoimmune disease, so you actually do not want to "build" or strengthen the immune system, you want to calm it down. Shiitake mushrooms and Eleuthero (Siberian ginseng) are good immune modulators.
Obviously, no more vaccines, ever; and a fresh food diet including EPA and DHA for inflammation, are in order.

Here's an article about it by some guy I know (lol): Holistic Care Of Pannus

Dear Shauna,
to balance the energetic field with any autoimmune illnesses it is important to include, in addition to Dr. Jean's and others' suggestions, a great TCVM or homeopathic veterinarian.

If you do not have one yet, check out the recent posts on homeopathic vets and read completely the Select a Vet article.
