Foods for Dental Health

Yes they can. However first try offering one and see what happens.

Most cats love them however their remaining teeth may not be sufficient for them to eat and benefit from it.

That being said, back in my vet school days (before I knew better) my own toothless Rex kitty named GLC (Great Little Cat) ate dry food using just her gums and jaw.
