Fill with chopped vegetables. Put in a cup of water. Cook for 3-6 minutes on manual pressure depending on how soft you want them.

Yes, all root vegetables are fine to eat.
I advise going easy on the nightshades, like potatoes a root vegetable, in older and arthritic pets.
